General Meeting

November 13, 2002

Meeting called to order at 7:30 p.m. at the Town of Madison by President Gerald Derr.

Pledge of Allegiance led by Jim Campbell, Town of Madison.

A moment of silence was observed in remembrance of All Veterans for Veterans Day.

Guests were introduced.

Operation Stroke – Brenda Hanson asked if flyers regarding fire signs could be placed in tax bills. The flyers urged residents to have fire signs visible so that emergency vehicles could reach their patients as quickly as possible.

Russell Knetzger – Is Bigger Better? Mr. Knetzger discussed the proposed consolidation of governments that Gov. McCallum is pushing as a way to save money. Mr. Knetzger pointed out many ways that Bigger is Not Better.

Minutes & Treasurer’s Report – Motion to approve, seconded and carried.

Roll Call – 11 towns present.

RPC Update – Mark Hazelbaker updated the group on the legal steps that are being taken to uphold Gov. McCallum’s mandate to remove the RPC. Kris Hampton reported that there was not news about the RPC Commission. He, Lyman Anderson & Dave Wiganowsky will remain on the Commission until replaced by Governor.

By-Law Revision – The By-law Revision Committee made several recommendations which Mark Hazelbaker went through. The Revisions will be voted on at the January, 2003 meeting. Notice will be sent to all towns.

WTA Representatives – Bob Thomas and Norm Faber discussed the Spring District meetings in the spring and Capital Day which will be held on March 12. The next meeting of the Urban Towns will be March 11.

Uniform Closing laws for sale of Packaged liquor goods – Following a fatal accident in the Town of Springfield, discussion for making a uniform time for ending the sale of packaged liquor goods was had.

Steering Committee on Smart Growth – is discussing county control of town land use plans. If towns go in with county, is their plan automatically controlled by county?

Fourteen towns have gone with the town for funding.

Strategic Plan Sub Committee is discussing imposing county impact fees on town subdivisions and certified surveys.
