AMENDED Dane County Towns Association General Member Meeting –Town of Cottage Grove July 11, 2007
President Jerry Derr called the meeting to order at 8:05 pm. Kris Hampton led the Pledge of Allegiance. Introduction of Guests: Pat Downing, John Hendrick, Duane Gau, Eileen Bruskewitz, Todd Violante, Dave Wiganowski, Bob Salov, Scott McDonnell, Jerry Jenson, Dave Mahoney, Jon Freund and Mike Bruhn(City of Sun Prairie Aldermen), Roger Lane, Bob Ruth, and Art Riese Zoning Department Update: Roger Lane/Todd Violante · New inspector to be hired this week. Now the department is up to 7, one position is still frozen · The department is actively pursuing violations · Roger is holding staff meetings twice a week—working on consistencies · The technology is being upgraded · Roger Lane can be reached by phone or email. All department contact information is available online · The department has contracted with Virchow Krause to do a technological process workflow analysis RPC Update · Two meetings have been held so far · Currently working on policies and procedures—nothing has been adopted yet · A chairman and secretary have been appointed · August – first time amendments will be given to the committee · Budget will be discussed next week with the Budget & Personnel Panel Dave Mahoney – Dane County Sheriff · The department has been very busy the last couple of weeks: o Quarry accident-response was within 4 minutes of call to 911 o Individual with mental health issues—fatally wounded by Sheriff deputy—action has been justified by DA o Kelly Nolan found in the Town of Dunn. City of Madison police are primary investigating unit, with Dane County providing support · Joe Norwick – new 911 Director · We are currently housing 115 inmates outside of county · Criminal Justice analysis to be released within the week OA Updates: · Chapter 10 Revision (Supervisor Pat Downing)· A task force is currently being put together · The task force will identify the worse problems and attempt to solve them · They will address one section at a time · Pat has indicated that they will allow themselves 9 months to list problems, while actively working on it at the same time · The task force will be made up of the following individuals/appointees: o Pat Downing (EANR) and “at large” member o ZLR Member and “at large” member o Designee from the Dane County Towns Association (Tom Wilson, Town of Westport was asked and has accepted) o Appointee from the County Exec o Dane County Farm Bureau member o Appointee from County Board Chairman (from Environmental committee) o Madison Builders Association member Regional Transit Authority – County Board Chairman, Scott McDonnell· The resolution was postponed until next County Board meeting (7/19/07) · 4 amendments have been proposed by the DCTA (see memo dated 7-3-07) · City of Sun Prairie has voted against this resolution · The numbers provided to the Federal Government are strictly commuters; it does not include people who may attend special events like Badger games, Overture events, Farmer’s market, etc. · If Federal funding does not get approved, project may dissolve. · There will be no state funding. It would be split between Federal and local governments. Comments: · Look at the regional scope and make sure there is fair representation · Road monies should be strictly used for roads, not other areas · Express buses should be a part of this thought · Is this a good use of capital? · Do taxes truly need to be raised? · Request was made to postpone this agenda item at next County Board meeting (7/19/07) · Per Duane Gau, (County Board Supervisor), a study was done in 2003 about this topic. There were two alternatives proposed: 1. Enhance the bus system 2. Enhance the bus system and put in commuter rail · Website info: www.transport2020.org County Comprehensive plan· Working on draft – working on 2nd chapter · Changes recommended were adopted WTA –Art Riese· WTA hired a new attorney on 7/9/07 · Budget will be going to Conference committee · WTA has 2 lobbyists Roll Call was not taken.
