General Member Meeting

Town of Madison

January 11, 2006

The meeting was called to order at 7:35 pm by President Jerry Derr.

Art Reise led the Pledge of Allegiance.

Introduction of Guests:

John Hendrick, Eileen Bruskewitz, Bob Saloff, Carlton Hamre, Bob Ruth, Art Reise, Scott McDonnell, Todd Violante, Pete Conrad and Jim Welch

Transfer of Development Rights (TDR):

Handouts were provided (draft of the OA and fact sheet)

No town is forced to adopt this

County would handle administration

County Board will discuss in February

American Transmission Company (ATC): (folder of information provided)

They move power with the utilities that they contract with

Role call: 19 towns present

Audit Discussion:

Summary document was provided on points related to towns

We’ll ask Todd Violante to come back in a couple of months for a follow-up

Other Business:

WTA update – Art Reise

A lot of education items coming up (January 25 – Capital Days, 8:30 to 2:30)

District meetings will be held in Mineral Point, Richland Center, and Turner Hall. An agenda item will be on how to hold a board of review

The scholarship fund is being prepared for the fall

NIM (National Incident Management) course should be completed to be eligible for FEMA funds and other items

DCTA President Update – Jerry Derr

SB4 (reduction of county board supervisors) – turned into Act 100- and has been signed by the governor. Currently, each supervisor represented 11,000 to 12,000 people.

There will be an upcoming meeting with Northstar Economics along with the Cities/Villages Association and Towns in late March.

Status of RPC—still in discussion—funding is still an issue. DNR will continue to accept applications as long as discussions are still taking place.
