General Member Meeting –Town of Middleton

January 9, 2008

 

President Jerry Derr called the meeting to order at 8:05 pm. 

Milo Breunig led the pledge of allegiance.   

Introduction of Guests:

Pat Downing, John Hendrick, Eileen Bruskewitz, Dave Mahoney, Bob Salov, Jack Martz, Todd Violante

 

ATC

Brad Hutter (Coalition for an Underground Alternative)

·      Encourage ATC to go underground by the beltline

·      If the lines go above ground, property values will decrease

·      Poles by the Middleton airport will have to be shortened due to height restrictions for airplanes

 

Jack Martz (County Board Supervisor)

·      Resolution brought to County Board to have lines go underground.  Resolution will go to Executive committee on 1-10-08 for consideration.

 

Jim Butcher (Citizens for Responsible Energy)

·      Oppose above ground lines

·      His group would provide less opposition if lines are underground

·      DOT report is available on Public Service Commission (PSC) website

 

Pete Gardon (Coalition for an Underground Alternative)

·      There should be a final decision about February 2009 by the PSC.

·      There will be a technical and several public hearings within the next 360 days.  Hearing dates have not been sent.

 

TDR/PDR

·      County Exec signed the OA on 1-9-08

·      The County Board has adopted the TDR OA.  The OA will be effective 7-1-08, but could be delayed because an economic study could not be done timely.

·      The ratio is decided by each town in their plans, but has raised discussion on what a valid ratio would be

·      If you choose not to opt into the OA, the OA will never affect your town.

 

Jim Welsh:  PDR can be very expensive, but it is voluntary.

 

OA Update

Chapter 10 Revision

·      A public hearing will be held on 1-23-08 at 7:30pm

·      Will be picking points that they would like to tackle right away

·      30+ suggestions have been submitted to date.  Todd Violante will be sending out the suggestions via email.

 

Dave Mahoney – Dane County Sheriff

·      The Sheriff’s department was granted 12 positions in the most current budget.  3 of those deputies will be dedicated to traffic for a total of 6 deputies.

·      There are 3 speed boards available

·      An annual report was sent to all towns this year.  This will continue on an annual basis and sent to each town chairman.

 

Roll call was taken and 14 towns were present.

 

President’s Report:

·      WTA – there are several meetings coming up

·      CARPC – On 1-24-08 there will be a public hearing to discuss proposed changes to policy and procedures 

Emergency Radios

·      It should be a county cost to do the upgrade.

·      The county will be doing a digital upgrade within the next couple of years 

Next General Member meeting will be on Wednesday, April 9, 2008.
